ハー卒のワイに言わせてもらうと
townの進化版でより大きいのがcityだと思ってください
これはイギリスの「シティステイタス」っていう日本で言えば区みたいな仕組みがあって、一定の条件でtownがcityの称号を得ることができるって内容なんですけど
恐らくここから由来するものだと思います
なのでイギリスではcity＞townのイメージです
ちなみにアメリカでは逆のイメージが強いです
